From The Pattern Cutters:

Sierra Bias Tiered skirt is a full and floaty shape. A timeless piece that can come out of the wardrobe every summer. The bias cut of this skirt gives it it’s fit and flare shape. The flat elasticated waist makes it so easy to wear, it’s very comfortable. You can go up or down a few sizes either way and this skirt will grow with you. At any age, you will love this skirt.

Adaptations: Try lap laying the seam allowances over each other by 2cm, sewing together in the middle with two rows of straight stitching and leaving the edges raw. Once washed you can trim off any excess frayed threads and it shouldn’t fray anymore. If frayed edges really aren’t your thing and you’d prefer a neater finish, just turn the raw edges to the inside and finish like you would a normal seam with the right sides together and a 1cm seam allowance. You’ll get two completely different looks from the same pattern.

Fabric Suggestions: This skirt can be made in almost anything lightweight and woven. It’s a bias cut style so it should have a bit of drape in the fabric to enable it to stretch and relax back into place. Why not have a bit of fun and mix up the fabrics in this skirt? You can cut up your remnants or up cycle some old garments or even patchwork the panels!
