From Black Snail Patterns:

This is a sewing pattern for an Edwardian day Dress with a high standup collar (Turtleneck).

This sewing pattern offers an Edwardian day bodice with a matching skirt, designed after an extant European day dress from around 1905. Both, bodice and skirt, are fitted to be worn over a straight front corset and attached to each other with hooks and eyes at the waistband, to hold the skirt securely in place.
The bodice closes with hooks and eyes along the center back, the skirt with hooks and eyes at the waistband and snap fasteners along the vent.
To emphasize the hollow-back shape, the skirt ruffle is 4” (10cm) wider at the back.
In the warmer days, the skirt can be worn just with a blouse from lightweight cotton fabric.

Without a lining, made just from plane cotton fabric, the skirt serves well as a petticoat.

Fitted to be worn over a straight front corset.

Also suitable for steampunk costumes.

The pattern comes with detailed and illustrated sewing instructions in English or German.

It is a multi size pattern, you can choose between US 8-18 (EU 34-44) and US 20-30 (EU 46-56).
